I've had the T68 (not the t68i) for about a year (since jan '02) , and the article mentions a tempermental signal reception. I think this has everything to do with the service provider. The bulk of ATTWS operates on PCS/TDMA and not GSM. I have noticed that GSM reception on ATTWS is significantly degrades while indoors (even on other phones, notably Nokia 8390). Cingular, on the other hand is on an all GSM network. The good: if you've got signal you will have signal indoors or outdoors and strength will vary very little when moving around. The bad: Coverage doesn't reach all those backwater towns yet, so if you don't have a signal, no amount of moving a few feet will help out.

As I mentioned in the article, we actually had reception problems with both ATT and T-mobile GSM networks when compared to phones with external antennea's. I would also look at http://www.howardchui.com/modules.php?name=Sections&sop=viewarticle&artid=119 review as well. It is a great phone, but it can be very fussy. I believe there have been a few firmware updates as well.
