Help with my Dell system

I have a Dell computer system at work and there is a weird problem with it. For some reason every other time I restart the system, the clock runs slow.

For example: I started the computer this morning and I noticed that the time was like 15 minutes behind and falling back further, but when I restart the system, the time is fine. This happens every other time I start the computer.

The only thing that comes to mind is maybe the Litium battery needs to be changed.
If anythin else comes to mind or if someone here suggests something I'll let ya know

I think the battery on the Motherboard needs to be replaced also. How old is the system? You can pick the batteries up at any convience store, although walmart or best buy would be cheaper.
