This a part of water errosion on any freeway, road, and such.
If there is a crack in the suface, water can go Under the road, and creates a pocket. The longer the crack is left, without sealing it, the BIGGER the hole. Once its big enough, ANY weight will DROP the surface road.
There are ways to DELAY this. one is to put down Concrete, and then put asphalt on top. But the first thing more then any, is to conpact the soil under it with ROCK, and SAND, so water can travel threw it. It takes TIME to make a good road, and if you just throw down asphalt, it wont LAST...

Another thing..
consider that MOST cities are 60-80% concrete and asphalt, that covers the ground... Where does the water go? It tries to find someplace to get to DIRT/soil.. 1" of rain is like 2-4" flood. FEW cities ever thought of this when they MADE there streets and sidewalks, so the sewers cant take it all. And even if they could, all its doing is Flooding the rivers with over flow. The water is supposed to go threw the soil, and Leech into the rivers, not DUMPED into it like another river(or 2 rivers, 3,4).

If you look at some of the other pictures on the page, you can see that there are numerous such puddles and you can tell there is something definately wrong with the concrete by the way its all folded up on the edges of the road
